Introduction
Addressing the area of Capacity Development within Anishinabek Nation First Nations is critical in improving governance capacity and creating an environment in which positive growth and development can occur. As one of the sole initiatives of it’s kind in Ontario, the Anishinabek Nation and its member First Nation communities are taking a proactive approach to Capacity Development and greatly strengthening themselves in the process. Mandate In May of 2002, the Chiefs Committee on Governance instructed the Restoration of Jurisdiction’s Education and Governance Negotiation teams to look at the issue of Capacity Development within Anishinabek Nation First Nation communities and the Anishinabek Nation as a whole. The Chiefs Committee directed the issue be addressed now, as it is clear that along with the negotiation of the Governance and Education Agreements comes the need for increased capacity as our communities take on more responsibility through the Restoration of Jurisdiction process. Following the successful implementation of the first four workshops in 2002-03, it was clear that the mandate of the Chiefs Committee on Governance was right on the mark. High participation levels and excellent feedback received at the workshops from grassroots members and administrative personnel further supported the Chiefs mandate. It was obvious that there was a demand for further Capacity Development workshops. Goal The goal of the Restoration of Jurisdiction Capacity Development project is to increase capacity within First Nation communities in advance of the completion of the Education and Governance Final Agreements, as well as to build capacity within the Anishinabek Nation as a whole. The Anishinabek Nation is currently negotiating the Restoration of Jurisdiction in the areas of Governance and Education. Along with the added benefits and responsibility that will be contained within these Final Agreements comes the need for developing capacity at the First Nation level. The specific 2004-05 goal of the project is to hold six (6) Regional workshops within the Anishinabek Nation territory; each workshop dealing exclusively with one identified key area of Capacity Development. While these Capacity Development workshops are a vital first step towards the development of increased capacity levels within Anishinabek communities; however, it should be noted that the workshops should be viewed as catalysts for future development. There is much work to be done in all of the key areas identified by the Capacity Development Advisory Committee and these initial workshops are not in their own a be-all-and-end-all to the on-going challenge of capacity development within First Nation communities. Advisory Committee Since the inception of the Restoration of Jurisdiction Capacity Development project, a very knowledgeable and active group of individuals have been ‘behind the scenes’, providing invaluable support and direction. Comprised of individuals from Anishinabek Nation communities, these people have taken time from their already-busy schedules to assist this very important initiative. Without their assistance, this project would not be what it is today. Through the Advisory Committee’s on-going guidance the workshops have proven to be a great success with First Nation political and administrative leaders, addressing the specific key areas within First Nations that require attention in order to increase the levels of capacity in the quest for communities to move forward.
